About us

This is an exciting opportunity to take a leading role in enhancing the emergency planning and resilience arrangements for Haringey Council and the borough as a whole. 

You will be leading a team focused on developing plans for dealing with emergency incidents, training staff and volunteers, testing emergency arrangements, and coordinating the work of a range of partners across the borough to ensure that Haringey is a resilient community.


About you

You will be graduate-level educated or equivalent with a minimum of five years’ experience as a professional in emergency planning, business continuity or a similar related field.  You will have the collaborative approach and professional leadership skills to lead and innovate across a substantial organisation.  You will need a systematic approach, and the confidence to drive and sustain improvement in our emergency arrangements across the organisation, gaining senior buy-in.  You will need the ability to grasp the key legislation and regulation quickly, and the communication skills both to translate that into robust and appropriate 24/7 response arrangements, and to ensure they are understood and followed by our workforce. You will be able to lead a small team and make use of resources imaginatively to meet business needs.

 

This is a role requiring a high level of personal responsibility, taking a central role in any major incidents.  This includes participating in our 24/7 duty rota.


Main responsibilities include:

  • To develop, maintain and continuously improve appropriate contingency plans and capabilities which reflect best practice, official guidance and meets any legislative requirements and commitments that fall to Haringey Council under London wide and national emergency planning arrangements.
  • To ensure departments have appropriate departmental planning arrangements and identified lead staff for emergency planning and business continuity.
  • To maintain effective working relationships and joint planning with other agencies essential to effective emergency planning and business continuity.  To develop, maintain and contribute to multi-agency governance arrangements.
  • To ensure staff with responsibilities in respect of emergency planning and business continuity have adequate support and training to enable the Council to fulfil its commitments.
  • To advise members and officers on legislative change, best practice and other issues which may affect our business continuity and emergency planning role.
  • To play a leading role in event of any incidents to ensure they are managed effectively. 
  • To actively promote resilience and resilience within the community, maintaining appropriate warning systems. 
  • To recruit, develop and retain a staff team, and manage the performance of staff in accordance with Council policies and procedures. 
  • To undertake business planning, ensuring the teams work is aligned to the Borough Plan, the London Resilience Local Authorities Panel (LAP) business plan, legal requirements and the needs of customers.  To manage the team budget and ensure the effective use of resources.  To initiate projects and to negotiate, let and manage contracts and agreements to meet identified objectives. 
  • To participate in the Council’s 24/7 emergency duty system, acting as the principal point of contact in the event of a major incident.

 

Other Requirements   

This post is exempt from the Rehabilitation of Offenders Act 1974. A disclosure check with the DBS will be undertaken.
